I believe that if you have "Enable on-the-fly media synchronization" enabled (under the Configuration/Image Conversion Settings menu) you just need to open the "Media library" page...
Otherwise, I believe you use the "Rebuild Thumbs" option (though it will take a while).

I can't replicate this (easily) on my test blog and I need to run off to work. Can you try moving the Contact Form event plugin to a place before the static page plugin in the event list and see what happens? The easiest way for you to play with this is to edit the plugin_usergallery.tpl file that comes with the plugin. It should be under the plugins/serendipity_usergallery directory.
