Need Help creating skin

really would like a basic skin code that i could use to create my own but in a way that it is compliant with the user interface

You can check out the many themes available with Serendipity in the bundle and available on http://spartacus.s9y.org and you can create your custom skin based on that. Also read the Style/Technical documentation on www.s9y.org on how to create your own theme directory.
