Request - Directory listing with user rights

Hi!
I had some thoughts about a "new" plugin but I'm far away from understanding how to program such a thing.
a few days ago I had some "trouble" with the medialibrary of s9y because I have a lot of images and of course want to show them. My mysql database "exploded" with this huge amount of folders and images.
So what I thought about is a plugin where I can define a directory outside of the s9y paths. This directory contains all folders (and subfolders) of my images. And the plugin will give me an automated list of this folders with the option to set the userrights for each folder and subfolder. Then the plugin sholud have a frontend output with the folders and images like a staticpage. This plugin will output the thumbs on the fly like this script.
There's no need of image description or something else. Just display the images and show only the folders with your userrights.
Maybe someone could help me with this/do this?
