The feature "emergency comment shutdown", can this be used to disable all comments for an indefinite period of time?

Or should it be used just in emergencies?
(I generally don't allow any comments at all)

The emergency shutdown is exactly that, intended to shut down all comments and trackbacks until the spam attack is over. If you don't re-enable comments then it has the effect of preventing comments indefinitely (permanently). Hope that helps,
