where to change plugin-css?

hello everybody!
two things at first: my english is not really good, i think, and i finally got rid of _very_ long useless websearch. excuse both facts, please.
so, i use the "static pages" - plugin for my s9y-blog, and there are some frontend-elements i want to change in the css.
but - where?
the standard-css in my template-folder doesn't seem to work. then, in the plugins-folder, i only found a backend.css - file. which won't work, too.
can anyone please tell me where to fix the css-code? do i have to create a new css-file, like "frontend.css", or something? in which folder?
