Drop that bunch here http://www.base64decode.org/ and you will see the real text. It seems you have a base64 decoding problem. This can be something missing in your PHP or at the end in your email client.

Maybe - but base64 encoding is a standard mail technique. So that is something your sending server and receiving email client need to respect.

Is this plugins useful for any user in creating their own account or just for new bloggers?

Its up to you... Normally it is there for the latter, eg community like entry authors.
