Ive been trying to find a way to allow users to post not only comments but to also create subjects or articles..is there a way this can be done

The plugin "User Self-Registration" (serendipity_plugin_adduser) allows users to register themselves as authors on your blog - this would though turn your blog more into a community, which you should be aware of. And that you might need to enforce some kind of editorial process.
