cant change language

Hello. everytime i try to change language in the admin panel it always goes back to "english" even if it's saying the new changes was saved. i can change things like "Blog description" and it changes but when language is changed it always goes back ton "english". why is this and how can it be fixed?? :/

I do not use any language other than English.. however.... there are 2 language settings. One for the blog, and another for author(s). If the blog is english, but you change your personal settings to German, you will see things in German when you are logged in. Visitors not logged in will see the site in English.

Try changing the blog language, then log out (or use a different browser) to see if the changes are being saved or not.
