Most things are XHTML 1.1 compliant already or are easy to make compliant.
However the remoterss plugin can't be configured to not use the target attribute in its links, but it doesnt exist in XHTML 1.1.
It's however easy to fix: Change the default target from "_blank" to none and omit the attribute if empty, i.e.
.(empty($target)?:'':' target="'.$target.'"')
