I am unable to connect to a website that I have visited frequently for years. When I tried to connect a new page comes up stating- Serendipity error: unable to connect to database--exiting. I was having the same problem before I left for vacation and now still since I got home. I was away overseas and had no problem connecting there from an internet cafe. Can anyone explain this problem?

Is it your site or just some Serendipity blog you are visiting? If the site can't connect to the database it is likely the database data has changed, but it was forgotten to change the database configuration in serendipity. If it's you own blog you should contact your hoster about that, they probably changed something :)
Usually, when changes are made within the database with crm data enrichment purpose and the configurations aren't updated, the Serendipity error appears. You should update the information on the website with the information from the database. In this way, the connection will be restored, and the serendipity error should disappear.
