3 column theme?

I'd like to set up a three column theme. I'm really wanting to either keep "sticky" posts in one column or just write one column with announcements and site information in basic HTML. (Preferably I'd put those things in a second "Sidebar" on the left side.) There are a couple of themes listed on s9y.org where the example blog is three columns, but when I install the theme it's two-column on my site. I kind of expected a theme to change the layout of the site once installed.

What am I missing? Do I need to rewrite the CSS, the index file? both? Do something else entirely?

Side issue. Am I missing something in the admin or authoring tools for site layout? I don't see any controls at all for changing things like the order of items in the sidebar.

In the plugin management section, each plugin will have a drop-down form element, where you can select "Left," "Right," or "Hidden." If you want two sidebars on the same side, you'll have to edit the CSS (unless you know of a theme that's pre-configured as such--I don't).
