that would require one to type the letters they see in the image b4 they can post comments?

Take a look at the Spamblock Plugin.
Inside you can define that a User who wants to post a comment after certain days has to enter some number or letters.
I think if you enter 0 days, the User always have to enter the numbers/letters.
