Tagcloud with Romanian Words

I am working on a German and Romanian blog. The Tagcloud contains Romanian words with these signs: â, ş, ă, î and ţ. I am using: utf8_general_ci
I already tried several things but the signs ă and ţ are still omitted.
What would you recommend?
Where can I find the flash file in order to add these signs manually?

Once the plugin is installed, it should be in /plugins/serendipity_event_freetag/.

What I would actually recommend is to just use the non-flash tag cloud. I'm not sure the special characters would work in that, but flash just sucks big time.
