While attempting to upgrade my sandbox to the latest version of the static page plugin, I received the following errors:

The URL ... ion=1.9999 (IP could not be opened. Maybe the Serendipity or Server is down - we are sorry, you need to try again later.

(The repository returned error code 403.)
Trying to use cURL library as fallback...

You either need to ask your provider to turn this off, or you cannot use the Spartacus plugin and need to download files manually.

DEADJOE's are temporary left swapped data information files, when the commonly used JOE editor died away. In this case your Apache seemed to produce this, as not connecting with success.
