The Blog's Name and Description are not changing

Hello! When I try to change the blog's name in general settings section it loads the 403 error and after reloading the page, the name and description are the same. Could anyone tell what is this about?

It might be that your server is running mod_security, and blocks the page, because it finds something it regards as spam? Are you able to contact your provider about the specific details on the mod_security settings, and whether the can be changed?
Else you will need to possible remove some other input code that contains HTML in the form elemeents, which would trigger the security blocking...
