User registration

Hi,
I've been looking around the forum and it appears it was very long ago that this item was discussed; posts from 2004 and 2005.
In the plugins I only found User-Self-Registration, but it does not seem to work.
I already created a new group; Readers, with only right to read and comment (the only option activated in the group settings is access to personal configuration). That seems to work, as I created a new user, and made it a member of the Readers group. Login in as that user I enter my personal configuration space, but that is empty, and can go to the site itself and comment on an article.
So far so good. But how can I allow people to apply as a Reader only member (setting that as standard for new users (how and where to do that?), without having to do that myself, manually. Like I said; User-Self-Registration plugin seems to do nothing. Of course I want the option to allow or disallow the user application before their membership becomes active (how and where?).
Is there some plugin or other that can do this?
