I believe it is Open Source. It's built on the K2 theme (which IMO is reaaally bloated), but these guys have done a nice job building on it and making their own theme.

I haven't seen any WoW-based themes, but I would think that any of the themes could be customised to suit your needs. Kubrick would be a nice starting point.
