I don't understand if you don't have the settings (dbname/username/password) or you don't have the file? I guess a reinstall into a database with serendipity tables will keep the data or will prompt you if you want to overwrite. I would say that the safe choice is: make a backup of the db and try it...

Did you try leaving the .htaccess file in place? AFAIK it is needed for proper s9y behaviour.

what part does not work? did you try the cron command you are giving on the command line? did you set the plugin type to 'external' in the config?
