Where exactly is this code suppose to go?

Is there anyway to change the Page Count at the footer of the webpage that to show all the clickable pages at once (ie. [1][2][3][4]...ect) instead of the current page 1 of 2) is there a plugin available to reset it? or must it be changed in the code? I checked the forums and couldnt find anything ...
