Why not? What happens?

Some questions before:
  • Are you the Admin of the blog?
  • Did you configure the general language in Administration / Configuration → General Settings → Language → to Bulgarien (Attention: "unsorted" list!)?
  • Did you also do this in your Personal Settings?
  • Has your Server installed the correct bulgarien locales (in example, some of these needed for displaying dates: 'bulgarian, bg, bg_BG') ?
  • Why do you have questionmark entry titles (is that an error by that language issue or set by you)?

What are your settings in:
Administration / Configuration → General Settings → Charset selection
Administration / Configuration → General Settings → Use visitor's browser language as default

Server locales can be set on the server (only), using (ie. with debian) # dpkg-reconfigure locales

About the "????", did you set them as "?", or did this happen automatically, reading your bulgarian titles? (This can also show up to me like this, if "Use visitor's browser language as default" is set true, but still lacks to be an issue with the origin (bg) lang files)

Administration / Configuration → General Settings → Charset selection -- native
Administration / Configuration → General Settings → Use visitor's browser language as default -- yes
"????" is happen automaticly , reading bulgarian titles.

UTF-8 is suggested for new installations.
Since your are still testing, you could easily switch and just rework your two test entries afterwards.
