I can't change the order of my sidebar. I can add plugins to it, though.
I've tried it with Javascript on and off - with it on, I make my changes and hit save, but the old order remains. With it off, I hit the ^ option, and it loads the same page, with the same old order.
Could this have something to do with permissions? I've gone over what they need to be, and everything looks good.

Which browser are you using? Have your tried a different one? Do other changes get saved, e.g. if you delete a plugin? I'm using Google Chrome, and have tried it in IE too, with the same results.
I can remove and add sidebar plugins, and save, without any problem. It just doesn't save them in the right order after I've moved them around.
Event plugins seem fine. I can move them around, save, and they're in the right order.

How about changing the sidebar a plugin is in, is that saved correctly? Are you using a template with more than the standard left/hidden/right sidebars? Oh, and I completely forgot – is this a recent s9y version (1.7.3)?
I'm not sure, but I assume the order of plugins is stored in a cookie until it's saved, so it might be worth a shot to delete cookies in the browser. (Beware that unless you deleted cookies set by Serendipity specifically, you might lose information stored by other web sites, so try to only delete those set by your blog.)

I am using 1.7, and the theme I'm using is "resy". There is only one sidebar. I tried it with the sidebar on both the right and left side, with the same results. Cleared cookies, and it still happens.

Sidebar plugin list and event plugin list have different POST forms and therefore different remove & save submit buttons.
You might check, if your really hit the right save button to change the list.

It's the theme. Somehow. I changed the theme and now I can save the order.
