The host setting is at 20mb at php.inc , so that is not issue.

Where do I find the following:

post_max_size and upload_max_filesize settings, but also memory_limit

I fixed part of the problem, I did not create the (incoming, and files) file in the (public_html) area. Now it appers just to be a PHP.inc issue.
